ILCJE officially started operations on February 9, 2009. The inspiration for the formation of ILCJE came from the criminal case of People v. Terrance Walker, No. 105437. Attorney Robert M. Stephenson represented Terrance Walker pro-bono over the course of three years, culminationg in the Illinois Supreme Court's opinion reversing Terrance's convictions and remanding the case for a new trial.
